Do you think it plausible that the Planning Commission report on BPL income was not the final document?
as Ms Ambika Soni would have us believe?
Have they told the court like that? For that matter, could a threshold income be so absurd even for an initial appraisal? What purpose it would serve if the final report has to be awaited to see any figment of rationality about the figures?!
News says further: Congress general secretary Rahul Gandhi is also reported to have intervened in the matter and is believed to have asked the Commission to take a re-look on the definition of poverty line. Was Congress Gen Secretary Mr Rahul not aware of the ”initial report” story or Soni spinning a new story?
What is your take on the statement of Ms Soni on this, please share.
Montek Singh has said that the figures were generated by Tendulkar Committee and simply used by the Planning Commission and if there was any flaw, a fresh Committee would have to go into it! How is this response!?
When once the Govt had accepted the report of a Committee we assume that they had studied the contents and clarified with the Committee members about the critical findings and any recommendations given. They can not simply disown the report once accepted since it becomes a govt document then and only Govt is answerable. As a high profile economist, a person of Mr Montek Singh level can not adopt this sort of escapist technique. He should justify the parameters chosen to fix the figures and how ‘realistic’ in whatever angle, with what provisos and context, etc (simply saying that there is misunderstanding is not proper).
To simply say they would appoint another Committee if the present threshold is not acceptable is a costly insult that Montek could not afford to place on public exchequer! Would they appoint newer committees every time a criticism comes from Public / Media or what?!
The question raised by all is simple enough. Montek ji clarifies that the reported BPL threshold would not limit the assistance to the poor! When the definition of ”poor” itself is so unclear and questionable how would the assitance would reach all the poor ?
The way the most learned persons from PM down are trying to fool us of late, from Spectrum allocation (deemed on par with Food Subsidy) to the BPL definition, it is clear that this Govt is not applying its mind on any critical matter and are “otherwise” with their own priorities (like perhaps the ‘operation cover ups’ and ‘opposition / media / Activist hunts’ etc)!
The question of interim and final figures would not mean drastic shifts in the details, but fine tuning within reasonable limits only. This is one more instance of bland Agmark (govt certified) fooling!
